Question: assuming you are applying for a California Type 23 license and the taproom is finished before the brewing equipment is installed and the Brewer's Notice has been OK'd by the TTB. Are you allowed to sell "guest beers" (which may or may not be contracted) during this waiting period?

Yes, as long as you have your Type 23 liscense you can sell guest beers until the brewery is up and running. Thats what we had to do, which kinda sucked to tell people that you dont have any of your beer on tap yet. But you need to get the doors open and most people understood.:D

Just a few months late replying to the thread, but perhaps it'll be useful to someone who stumbles upon this. With a Type 23 license you need to be a bona fide public eating establishment to serve beer that is produced outside of the brewery. The "Bona fide public eating establishment" definition is pretty vague, but my interpretation is you need to have a menu and some sort of a kitchen (sandwiches made elsewhere probably wouldn't make it). This also allows you to sell wine.
